Hmm... probably! I've read up on some boards that you can create a bill or something that the Senators have to vote on to agree on it to pass or not! Sounded really easy to do too!

Oh, but I've heard sometimes you can bribe them on things to make them more agreeable for your bill! If it passes, then it passes and your bill will be immediately taken into effect!
