It seems that this power has been bestowed on the Konoe's victory to the student council, and that girl protecting the dragon. 

Mwehehehehe, I bet if I could harness this power I could create something TRULY magnificent! Maybe I could make yuri rockets, or yuri lasers--no, GIANT ROBOTS that run on the power of yuri! For science!
